I recently travelled to Libya on a Swiss passport with a friend on a UK passport. We were issued the new Libyan tourist visas.
I'm attaching a Word document with our experiences as it's a long document.
Libya is a super country and now that the East is also opening up (e.g. direct flights from Athens to Benghazi), there should be more places to visit becoming available soon. Some of the tourist desert camps n the south east may be opening again soon is tourist numbers increase.

But you could definitely use them for individual travel. I went with a friend in my “group”, and our tour co. was taking three individual tourists (from different countries and who all came in on different flights and were doing different itineraries) around.
Given the controls around the VOA I would be surprised if that was the issue. It is for groups and you have to arrive together, only stay for the period that you apply for, go to the places you said you would visit and leave together at the end. One group member can't stay longer, arrive separately or go to different cities. The previous "business" visa was much less restrictive.
