the dive facility gear and scuba classrooms are at the hotel , going to the islands is not complicated, you need a permit issued through your Indian tour operator they get it for you ...
the govt closed all but one island you arrive on Agatti where the airport is you get a tour of the island and lunch at the guest house before you go on a 3 hour speed boat to the island where the hotel is located the islands are very primitive, the hotel was ok not much to do except either fish or swim , going into the village was an eye opener seeing how they lived and worked , the coconut tree is money for them , the homes are cinderblock or shanty style only a few nicer homes of plastered walls and painted, a few cows and horses no dogs or cats, you go to the Police station and they stamp your passport, the coconut factory was the highlight of my sightseeing.
I have not followed developments since I went last April, at the time I burned through many agencies before finding one responsive and who got the permit, which went down to the wire, at the time the excuses were about the election, the contact I have from that is:

Do they have scuba diving facilities? That may be another way to get to the island... through a dive operator.
